      Nothing prohibts any person from coming in as long as you have a valid eval, travel authorisation or student visa. You plan to enter Malaysia from Singapore. This means you need to ask the Singaporean authorities by consulting with their website https://safetravel.ica.gov.sg/vtl/requirements-and-process

      You still need to get information from Singapore about regulations cocnerning the travel of non-Singaporeans. Are you to be quarantined in Singapore? Are you required to produce evidence of travel or medical insurance? If you take quarantine in Singapore, are you entitled to the vtl scheme (quarantine-free) that allows you entry to Malaysia without quarantine? Is this vtl option always available? Are there specific flights designated for the vtl? Things can be rather complicated, but are worth consideration for an informed decision on your part.
      Travel between Malaysia and Singapore has a quarantine-free plan for fully vaccinated people. As I read in the website, I find it could not be available all the time and is subject to certain conditions and applications. To get a better and more informed explanation, I suggest you reach out to the Singaporean authorities. Also, there are social groups on home quarantine where people of similar expereince can help you. Type in facebook the word quarantine or MQSG and you will find them.

      Your second question is about medical screening. It has to be done after thet quarantine because clinics are publif facilities and you are not allowed during the quarantine to visit any public space, even not allowed to get out of the quarantine station/home. If you want to save up time, check the working days and hours of the nearest panel clinic and plan accordingly. For example, if the nearest clinic to you closes on Sundays, you would plan your travel so that you are rleased from the quarnatine on early Monday morning whereupon you can immediately reach out to the clinic and get the screening expediently done.

      • My Student Coordinator has informed me that there is a mandatory quarantine in place for all international students arriving in Malaysia and the cost for the quarantine and tests must be Borne by the student. As I’m flying to Singapore there’s a VTL flight available between Singapore and Malaysia. Will I be able to use that VTL flight and not have to go into quarantine? Or is the mandatory quarantine still in place?
