First you need a latter from your current institute regarding course changing or institute changing then you will get admission in new institute after this they will apply for your visa. They may reject your current visa and give u new one or you may have to leave country and come back.

Once you receive your offer letter by your institute ,go to emgs website creat an new application and submit your documents and offer letter along with fees recept then your recoard will be created on emgs website
I dont think that your institute will creat your emgs application recoard
You don’t need to create yourself. Juat wait for your institute to create your account on emgs. It takes time. Be patient for now. Your university will enrol you upon arrival to malaysia even if you miss the registration date in your university due to this delay.
