i dont think that emgs will take any action cause its not their responsibility.they just fheck the documents and give away VAL.if u know that ur agent is fake then u should complain him to the local police.

If this is 35%, next step is 60% which is VAL approval. It may take from 3 working days to a week or more depending on the situation. Usually a week.

Right now it depends only on the immigration office, it has nothing to do with the institution. UTM are usually very quick, responsive and cooperative. Mine went from 35% to 60% in 3 working days by the way and I am applying for UTM.

it normally takes 2 weeks for VAL but the time can be a lot longer because of two things
1)Depends on which country u r flying from
2)if they found any thing wrong with the documents then ur progress will be automatically stopped and then it always takes a long time to start the progress back.

Once documents are submitted to emgs and an application is created it completely up to them and agents have nothing to do with the process from that point on. 25% means they are about to submit your ptofile to immigration for approval.
