Hello my brother applied for VAL to study in UTM when he applied and put all his details they told him that he doesn’t need a SEV but me when i came to study here i have been asked to get one and i got SEV from the embassy before travelling to malaysia

His nationality is syrian and he is living in saudi arabia does he need the SEV ?

  Yes he needs to apply for the SEV either in Saudi Arabia or in Syria’s Embassy of Malaysia.
