My brother Applied to VAL to study in UTM so in his application he has been told that he doesn’t need any SEV but for me when i came to study here i needed one and i got it before travelling to malaysia

My brother is from syria with a syrian passport but he is only living in saudi Arabia so does he need to apply for a SEV in the Malaysian embassy in saudi Arabia or he doesn’t need also about visa on arrival if he needs it or no

I asked emgs on the email but they said he doesn’t need sev but he needs visa on arrival in the airport but when i traveled to malaysia like him i needed SEV and i got and i asked a lot of people and they said he needs SEV but emgs email is saying he doesn’t need i don’t want to send him to the airport then they send him back because of this problem please can you give me the real answer , like the system and rules changed from last year when i applied to now

Because i don’t want to put him in troubles
