I’m have no idea if there is a fee to collect your certificate.
Second, you have to shorten your visa before you go back to your country, it will help you in the future if you want to come in Malaysia and to get bachelor/master degree, your can’t get student visa in the future if you didn’t shorten it before going back to your country, it will take you around 53 RM to shorten it.
My advice is shorten your visa before you go back because anything can happen in the future and you might need to come back here for study reasons.
@Hazan
That what happened to me, I finished my study and I left the country without shorten my visa and now I applied again and go rejected. It there anyway to shorten my visa while I’m outside malaysia. Btw my previous visa already expired and now I’m applying for new visa for another university

So sorry to hear your rejection.
If you’re already outside of Malaysia and your visa expired, as far as i know there is no way to shorten your visa while you’re out of Malaysia because the immigration department wants your physical passport NOT a photocopy of it, and the immigration can not get your passport while you’re at outside AFA i know.
But i think you can come here with a “Tourist Visa”, after that you can shorten it and go back to your country and then reapply it.
Before that contact your previous institution and ask if that is possible to do because i haven’t done it before.
