Hi Marwan,
Based on our records your Student Pass is valid until September 2020, and not September 2021. You are required to cancel the Student Pass first, through your current institution. Once the Student Pass has been canceled, your new institution can proceed to submit your application in our system. The approval to issue you with a VAL is solely at the discretion of the Immigration Department.

Yes I’m currently in the process of renewing it till 2021, but if I cancel my student pass, wouldn’t it be illegal for me to stay in Malaysia since my student pass is cancelled??
@marwan_31 The application will not be processed further if the Immigration Department system detects that your Student Pass is still active. As such, it is a requirement that the current pass is shortened prior to the submission of your new application. Kindly note that you can refer to your new institution for details with regard to Special Pass application, in order for you to remain in Malaysia with a valid pass. The approval is solely at the discretion of the Immigration Department.
