I’m facing this problem too.
From 15th August i’m also stuck on 35%.
Mine is stuck exactly as urs amd still no update. But other students are getting theirs and some of them got their progress with immigration after us.
Yours was in progress with immigration from 18th not 15th.
I achieved 35% progress on 15th, and it is estimated that I will submit the materials on 18th. I hope there will be good news next Monday. Thank you for your reminding.
Hopefully fingers crossed waiting for the val since last week.

Kindly be informed that your documents has been submitted to the Immigration Department for the VAL approval. Unfortunately, at this stage of the application, we are unable to expedite the process as it is still within the processing agreement. Be informed that, the approval to issue the EVAL is solely at the discretion of the Immigration Department.
