Referring to the entry procedures, there is a link provided for you to download the letter of undertaking. Once you have completed the letter of undertaking, you can proceed to submit your documents to the Embassy.

I have done that already but the embassy is insisting on yet another letter of Undertaking from my institution apart from the LOU form I downloaded,filled and submitted via email to the embassy.

You would have to notify your institution on the requirement from the Embassy in order for them to assist you accordingly.

I have not seen in the above document or elsewhere, where a new student is to obtain letter of Undertaking from his institution prior to the approval of his entry permit by the embassy.
If its mandatory then the international office should act appropriately so as not to distort our travel plan, please.-
