  Like There is a Malaysian Consulate here In jeddah … and embassy in Riyadh…. You can submit there for Sev after getting your VAL…. But thats if you are Saudi Citizen … otherwise you should do in your home country….

  Dear mr Mohamed you can do it in Ksa you don’t need to go to Sudan as we also done it in Uae though we are not citizens of Uae and they mention you can apply through VFS in Riyadh
