Have you got the E-Val and get stamped Single entry visa in malaysian embassy in your country?
No you should reach 70%.
When u reach 70% u will recive ur Travel authorization + Eval.
After that if Malaysia need single entry visa from your country then u should apply from it from the malaysian embassy and then u will be able to travel.
