I contacted them today on the same issue. They said that the immigration office is not issuing any new Val for new students. The application stops at 32 % (green) waiting for the immigration office approval.
@EMGS officer, if so ،for those who already have pay the fees for issuing visa what would happen. The application was pending depending on requesting some documents. Can you please explain
Hi Samaher,
The percentage indicates that your application is ready to be submitted to the Immigration Department for their approval. However, at present, we are waiting for confirmation from the Immigration Department with regard to the VAL approval as new international students are not allowed entry into Malaysia until further notice. The status of your application will be updated once we receive confirmation from the Immigration Department. Kindly note that the approval to issue the VAL is solely at the discretion of the Immigration Department.
